OK, I tested the files, so it's working with swuforce's wwe2k15 tool. I attached the tools. So first, extract "string_win.pac", or the others with aluigi's offzip tool. Than use swuforce's tool to extract strings from extracted .pac file. Translate, import texts, then use packzip tool to import translated strings to .pac file again.

How can I open .pac file? The tool only opens the .dat file.
