EDIT: So apparently, after digging around on the internet, the mix audio extension format was used in the past for Microsoft's proprietary image format used in its Microsoft PhotoDraw and Picture It! products. Both of these programs are no longer supported. It was also used in the original command and conquer to store data. The mix extension file game file contains sounds and pictures.
There is a program called Dragon UnPACKer which deals with all sorts of game audio formats and it also deals with command and conquers MIX Format too and since Blade Runner uses it as well and was also developed by Westwood Studios Inc, it works in this case too. Case closed, no further help needed unless someone wants to try and get the images, etc.
Do you plan to submit the audio files to The Sounds Resource? I would personally recommend that.
