I try to open Mortal Kombat Deception files. there are any tools that modify and replace character models?

Currently I don't remember about ssf (I already deleted your sample) but feel free to upload one of them here.
Check the following on Google and you will find many results:
"mortal kombat" "ssf"

the extracted file has over 200 files. (.dat, .mka)
is there any way to open this files? i think .dat is a 3d model files.

That's something for the 3d section because it's not my field.
The dat files contain some strings at the beginning like "torso" or "arm_leg" while the MKA files have the "MKA" magic.
