I followed everything but i have no idea how to pack something or even modify code/sprites

Modifying the files is something related to modding and unfortunately I don't have suggestions, but there are for sure plenty of information on this and other forums (and reddit) since this format is used in many games like Undertale.
Instead for reimport you can find all the information in section 3 of http://aluigi.org/papers/quickbms.txt
To be honest I'm quite sure exist even some modding tools for undertale and other games using this format.

Mhm i was wondering if that would work on a Undertale type Gamemaker game i belive its on gm:s 1.4.9999

The best answer I can give you is... try it
The reimport mode is easy to use even if there are some limitations, some of them are bypassed by reimport2 but it depends by the type of data you are going to reimport (for example text strings are usually a problem).
