Using the plugin to extract the file cfc.dig from the ps2 game naruto uzumaki chronicles 2,
I extract 2 folders '' 0 '' and '' 1 ''
within these, contain .raw files (which can be images or audios)
in fact, in the folder '' 0 '' there are actually several audios of the game.
already the folder '' 1 '' does not have audio. so I believe the files in this folder should not be .raw, it's just like .raw because the plugin creator did so:

Using a HEX editor, I discovered that in some "raw" files in folder 1, there are .mb (autodesk Maya [?]) Files and .LUA files, ... I believe that inside folder 1 are 3D models, textures and the texts of the game (this is the last folder / files that I could not extract correctly in this ps2 game)

If the problem is just the "raw" extension, just remove it leaving only the dot and quickms will assign a guessed one.

So they are not lua or other known formats.

And the file you uploaded in folder 1 contains just data without meaning

So is it impossible to extract these files?

In your first post you said "I discovered that in some "raw" files in folder 1, there are .mb (autodesk Maya [?]) Files and .LUA files", ok so upload one of these files that contain the mb and lua content since the one you uploaded doesn't.
