Localization Tool for Metal Gear Solid 3

I wanna make a localization work for Metal Gear Solid 3(Snake Eater PS2 Version). There are .DAT files extension. I tried open these files with Notepad++ and couldn't open it and i guess these files aren't text files(I think movie files). The most exhaustive forum about localization is this forum(and Xentax) and i need your help.

Did you try program "Konami DAT utility.exe" ?
Normally you can find package program "metal gear solid tools"
