Ys vs sora no kiseki alternative saga *.scp, *.tbb

It seems that *.scp and *.tbb files are uncompiled source code.
Can some one help me to convert *.scp <=> *.bin and *.tbb <=> *.tbl?
All of *.h files are also included in inc folder.
