Textures, recreate headers, conversions, algorithms and parsing of image files

any idea what type of image is this? other files that came along with it are just normal BGRA8888 DDS file, but can't figure out the rest of them.
0x0 IDstring
0x4 Image format???
0x6 image width
0x8 image height
0xA padding
0xc to 40c ?????
40c start of image

Easy, it's 256 colours palletized.
There are already existing converters like Scarlet.

Hmmm... i've dragged and drop it to scarlet and nothing is converted. is there a special command to do? or do i have to trim the headers?
I'm using ScarletConvert v1.2
