SCEA demo disc (ex. Holiday 2005) extensionless image format?

Not sure why I didn't make a thread about this earlier back, but the MENU.FF archive files of later SCEA PS2 demo discs often reveal what seem to be extensionless and unknown image/texture files when extracted via QuickBMS. Upon searching for any noticeable headers in HxD, these files are clearly not the Targa format as usual but seem to all begin in this manner:
