Hi,
I've extracted a few PKG's from game dumps on PS4. Most assets are .psarc or similar but Order 1886 seems to be sticking out.
It has an COMPRESS header. I've checked against known compression as well as your signsrch but there's nothing to be found.
I've gathered the following, even though it's not much.
0x0: 43 4F 4D 50 52 45 53 53 18 61 //magic
0x10: // size
0x28: B7 // start of data
I'm attaching 3 files ranging from 1kb to 8kb. I'm able to provide more if needed and these files are all from 1kb to 1.5gb.

From what i can see.

unsure on the compression algorithm currently
