I guess it's a 3d models format used in the Eurocom games because I have seen that MOEG/GEOM tons of time when I worked on their archive formats.
Moved in the 3d section.
I also suggest you to check the topics on both zenhax and xentax related to the various Eurocom games (search using the names of the most famous games)
