If the audio archive is an RWS it's normal that there are no index files.
That global.stream doesn't have much sense.

Yes, the other 2 are a text file and a file containing data (so not an index for other archives).

ok i checked this game. Had a copy on one of my old disks still left from 2005.
The "streams" in Madagascar are close to XBOX IMA ADPCM. You can decode them all with vgmtoolbox. But all music in this game is mono. You can hear it when playing game on PC.
