Decrypt .cba

Hello! How to decrypt or unpack the .cab file. I've already tried many scripts, but there's nothing to be done. I am hope for your help. Sorry for my English, since I'm from Russia.

Full name of the game (specify also the platform if it's not pc) and sample file.

Ok, the format is a "resource" which means that it's too complex to make a script and it looks like something I have already seen in other games, similar to Unity probably.
I have no solution or suggestions.

The fact that there is one person who could somehow edit this file. He even uploaded a video on youtube
