Well, in general, everything is bad! Need a decryption key, as I understand it is using the RSA method, here is an example that is used for encryption, here is the program for decryption from the SDK well it needs key.dat after which the file will be decrypted, sorry I can not help much.

I'm sorry, but what exactly is the procedure for unpacking a PAK file? It doesn't work for me.
