I've managed to export the .dir/.dat files using ikskoks script, this produces several extensions such as .IMG .DEM and .WAD; it's the .WAD file i'm looking into at the moment.
Here is a link to the entire extracted game, LINK (just in case)
...and here is an example .WAD file, LINK
*edit*
I've managed to extract the .WADs with this tool - however it yields several .bins that are also ureadable and files that are over 300x times the size than that of the original .WAD.

I second this! I know those WAD files contains Playstation 4-Bit ADPCM streams. Dialogs inside are mono 22050Hz, and music is stereo with 22050Hz for frequency and 400 / 1024 for interleave.

Re: Harry Potter PS1 .WAD files
Sorry for the necrobump, but I've been working on those WADs (Harry Potter and Croc 2 atm) for several months now.
I have written scripts and a documentation on textures, models and animations. I'm currently working on audio, it should be uploaded soon.
Here's the URL of the repo : https://github.com/OverSurge/PS1-BRender-Reverse (https://github.com/OverSurge/PS1-BRender-Assets for the extracted assets)
