I couldn't figure it out using QuickBMS' compression type test myself so I'm hoping someone can find it.

Re: Sonic Riders compressed files (PC)
I tried to use the scanner with the data starting from offset 0x80 and using the 32bit field at offset 4 as uncompressed size.
I don't know what type of data we should expect so I don't know what to search inside the results.
I checked the results matching that uncompressed size and noticed nothing useful.

Re: Sonic Riders compressed files (PC)
Sorry to bump a dead thread but in the PC version of riders PZ40 looks very much like an uncompressed version of PZ03 and the game loads PZ40 over PZ03 and plays fine.

The compressed files have a magic and most of them have at 0x80 something like either (this one for the majority)
01 00 20 20 40 20 0C 14 0E 0C 05 0A 03 04 80 04
or
00 08 20 20 (other bytes depend)
The uncompressed files are 3d models with textures packed. I hope this helps!
