Textures, recreate headers, conversions, algorithms and parsing of image files

Please can you help me with this file? Don't know if it's an image file or a packed file. After some tests it seems to contain Metal Gear Solid 1 font. I need to edit it.

The table at the beginning of the file is probably a list of offsets but not sure if they are absolute or relative and seems a bit messy, but that would be normal if it's a font and not an archive.

What could I do? It seems to be a very simple font. Bitmap font? Maybe it's an image file? No luck with TextureFinder
Russians did it so there has to be some way

Oh, come on, there has to be some easy way... Is there any font software I could try? (besides FontForge)
