Bully (PS2) - [RSTM] .rsm Audio File

I extracted Speech.bin and got a ocean-full of .rsm files. I can open a few of them with Psound but others output with static. All I know is Rockstar used a program called "wav2rsm 1.1.5" (which I found inside the .rsm files). Would like to have help converting them to a playable format like .wav or .ogg

All you have to do is rename .rsm to .rstm so that you can play it on vgmstream.
