Monster Hunter explore Mobile .arc files cant unpack ?

I understand this was suppose to come to a worldwide release but it didn't they decided to shut it down. on July 30 2016
it was very disappointing, me and my brother have been digging deep on how to translate it every one bit of the game. we been trying to look for a way we can modify it and translate it, we have spend over 3 days trying to find a way. but no hope we have decompiled the apk but no luck it show us alot of arc files which to my understanding capcom loves putting this files in there games like devil may cry, resident evil, street fighter. but we have done some digging and we cant unpack this arc files, we have almost given up hope.

can anyone light us, what can we do, we have tried multiple bms scripts using quickbms and some other tools and no luck.
i can provide a sample of an arc file just in case someone wants to mess around with it and try to help us, solve this.
