So I managed to find this piece of audio around the BIOS:
https://www.sendspace.com/file/ubab40
The problem is how to decode it. I tried to convert the thing into GENH with the following settings(using vgmtoolbox of course):
4-bit IMA ADPCM
Header Skip: 0
Channels: 2
Sample Rate: 44100
Interleave: 0x1000
Yet the output doesn't sound too good. Does anyone here know how to decode this beast?
EDIT: Also found this from the Dreamcast development BIOS: https://www.sendspace.com/file/oqbfxi
Dreamcast BIOS - IMA ADPCM

Re: Dreamcast BIOS - IMA ADPCM
Actually, the codec used was Yamaha AICA ADPCM. The output is still rough, but it's as close as it gets.

Never mind, problem solved.
And by "solved", I mean "split one file into two and see if these files were actually one channel each".
