The script is useless because the Steam version already has PAC-MAN.DAT extracted, so what you are going to extract is what you already have in this version.
I'm curious to know why the developers left PAC-MAN.DAT in the folder.

Here are the samples from the PS3/X360 versions.

They are just a sequence of concatenated csv files with the output of "dir" appended at the end.

Well, believe it or not my copy of the game had nothing extracted so far(not a single PAC-MAN folder which contained all of the content of that archive when I installed it). So that script is not as useless as you say.
Besides, the PS3 and XBOX360 versions don't even have the "PAC-MAN.DAT" file, instead the developers preferred to have the entire content as is when making the game for these versions(it was originally made as a XBLA-exclusive game, with several other versions(PSN, mobile phone, PC, iOS, Android) following suit).

Re: PAC-MAN Championship Edition DX+ (PAC-MAN.DAT)
I was checking this game just yesterday to delete it and I noticed 2 entries in Steam: the pre-load of the full game and the demo.
I got the game during one of those week-end full-game previews (not bought) so I guess that's the reason why I had both, probably the demo has the whole encrypted archive... extracted

Well, it's quite a strange move to have all the files extracted even if there is an archive file if you ask me.

Re: PAC-MAN Championship Edition DX+ (PAC-MAN.DAT)
So I just wanted to mod this game and also looked a little into this.
- My steam version I bought last sunday only has the encrypted PAC-MAN.dat file.
- The Windows Store version has all files extracted under "win8data".
Now I wanted to modify some files and indeed already created customized game logic files to double the speed everywhere. However, no luck in getting the modded files back in the game...
- The Steam version is packed, is there a method to pack it back?
- The Windows Store app is stored in %PROGRAMFILES%\WindowsApps, and there does not seem to be a way to get write access to it.
On top of that the Steam version hides the game threads from any debugger, crashing it because it can't handle breakpoint exceptions, annoying...!
