I tried stuff like the extension rename method and opening it with DkZ Studio but it does not work, any help?

It seems to have this when loading in a hex editor (ROFSROFSBLD Ver.1.43 2002-11-26)

This is used for .hack// games mostly, but it also works with the Naruto PS2 games. It can extract the textures from the files, or extract raw files. It will not convert 3d models mind you.
I tested it once with the fifth ps2 naruto game. It should work with this one too. You just open the CVM file with it and that's it.
