How to extract bml file and extract again?

Is BML a big file?
If yes, it means it's an archive and so use msmixext (the extractor for all the Milestone games):

I guess it's a binary compiled XML as seen on this topic viewtopic.php?t=840 but I'm not sure if there is a decompiler (guess not).
