The files you posted are not encrypted and in fact you can see text in them.

You can use a simple hex editor to view the data, you can have some success even with Notepad++ (at least for viewing because saving will invalidate the file).
Anyway the text is limited just to names of resources or file and not something more "important" like dialogs and similar.
