300 Heroes (.dat) files. Decompile/Compile

Hello, I and my friend are trying to translate this game to to UTF-8.
The game has similar with League of Legends
But this file has been encrypted.
I opened it with notepad++


There are many chinese text in file
Anyone helps me decompile/compile this file
I want to translate this game.
