I noticed the wiki page for this format a while ago, any word on possibly figuring this out?
The PSX and PC versions of this format (in 3D Frogger atleast) also seem to be stored differently. the PC version appears to be more compressed than the PSX version.
Looking at the PC executable with a hex editor, there's a list of every file in the archive.

Strange format.
I see no known files inside, just about 30 "PP20" headers without size or offsets.
At the end of the archive there are some values that are probably referred to sounds, 0x2b11 is the 11025 samplerate.

I had made a thread on the PS23DFormat website also and he actually figured something out regarding the PSX version of the archive, not sure if that'd help or not.

Does the list of files in the executable mean anything?
