In place of Forza Horizon 2 not delivering ( ), I'll request this today. Even I could identify the use of a ar archiver from Unix here, all uncompressed after a quick look through the strings. This should be easy..
Sample files also include a CDFILES.DAT which I suspect is an index file after a quick look in HxD.

Works perfectly, probably should've looked harder
EDIT: After looking at most of the ARC files, they seem to be parts of the map all containing seperate .DATs and multiple compressed PNGs.. basically a really difficult job of piecing them together would ensue. The main cars are contained in an 88MB .DAT file, which yes, as with all games with potential cars to me is the most important feature.

Hopefully this easily .ar accessible file will result in no unknown compression methods for individual .dats.
