So I searched around for info on these and the only topic I found elsewhere was long dead. I was hoping someone could help me convert these to obj or such, and extract the textures as well.

Check marvelmods.com -- pretty much everyone but Cable, X-Man, and Cannonball have been converted. If it's those three you want I'd suggest using a PSP emulator and a 3D capture program. There are a few tricks to get characters into the t-pose if you need to re-rig them.

Well that's kind of why I specified these files. I'm trying to get X-Man specifically, and I have no idea how to do these conversions. However I did happen to find an extractor for these archives. Here they are, unpacked.
