Open FIFA23 Switch files

Hello everyone
We are trying to decrypt these two files (.bin and .vlt) that were inside a FIFA 23 Switch iso
Any clue how this can be done?

I know these two files are for the Gameplay

Correct. We want to export them to other game versions and we are not able to do it because they're encrypted
