Eh unfortunately most of the old scripts made by Xentax/MultiEx and GameExtractor (those in xentax_cs) are incomplete or wrong and cannot be trusted...
In this case they switched FILEOFF with FILESIZE, probably by mistake or Wacky Wheels was different than Kingdom Magic that I hope they checked.

I just wrote a new script from scratch, sorry:

I can confirm that the DAT_3.bms works on Kingdom 'O Magic's .dat files (located in the CONV folder).
