For OBSCURE 2, just extract the RAW files:
Hello, can anyone help me to make or fixed some BMS Script for this game! I used the aluigi Obscure.bms, and I get error.
I attach the Sample files:

I just wanna to search for localization files.

I translated obscure games to my language. You don't need to recreate .hvp. Game can reads files just delete all hvp files.

Okey, I get it. But, for Obscure 2, how to unpack it? I see the tools can unpack the .dat & numbers files only.

Use this tool for obscure 2

This tool is very no user friendly. It's unpack archive and you get a lot of dat files. I don't remember now what exactly .dat file is language file because they named i.e. xxxx1.dat xxxx2.dat but there is some topic on xentax or zenhax or other site where some guy descripe it. Anyway you can take a look on the files by hex editor.
When you localize correct .dat file you can use text tool for obscure 2 from swuforce autoit if i remember correctly.
After all you can pack .dat file with tool from first link.
