Freedom Fighters (2003) MOD

hi, i want to create a mod that removes the limit of freedom fighters (game limit is 12), maybe even spawn them whenever i want, i'm noob at creating mods so i appreciate if anyone can help me, i've attached one print with game files, sorry for bad english i'm from brazil :D
