After looking into the data i found some stuff.

Issue seems to be with UV's i cant dial them in correctly. If there is anyway to parse the RSC0 data in Noesis that would be sweet. The old RDR plugins for RSC dont work :(

Here is the loader for the RSC0 mesh made by DKDave he posted it over at xentax for anyone looking into this title. Does load many meshes but bones are not supported.

In order to load meshes you need to cut out the RSC0 files from the hash files. I used VGM Toollbox for this. Textures are a bit more tricky they are DXT starting at 0x1C but only the 2K maps. Anything lower i cant seem to get working.
