I searched for these file formats but didn't get anything, so I need help.
This format is used in some KONAMI games.
The RDI that contains the RDB index seems to be compressed or encrypted.
Is it compressed because the first 8 bytes were the same...?

I guess they are obfuscated in some way because, as you noticed, many bytes are the same in the two RDI samples.
No idea about what may be the algorithm.

Many other KONAMI titles use these formats. Momotaro Dentetsu, Pro Yakyu Spirits etc.
