GTA: Vice City Stories (PS2) GAME.DTZ

I need unpack and repack fonts. Fonts in GAME.DTZ. I chechked with GTA Stories Texture Explorer.
This tool work unpack but repack unuseful. So i need new any tool or script.

I think the Alpha channel is not set or not set correctly.
