[Help Needed] Golden Time Vivid Memories - .scp file

This is my first post, so if I did something wrong forgive me.

I'm working on translating Golden Time Vivid Memories(PS Vita) from JPN to ENG, and ran into this .scp file format that I've never seen before. After looking for a while and trying all different tools, I can't seem to figure out how to decode these files. I've uploaded a couple of them to get an idea of the file structure. This game was developed by Castle Call Co JP in 2014, a year after Unity officially supported the ps vita platform. The ps vita is running a little-endian ARM processor.
