Usually, I have some sort of idea of what these models are, but this one, I genuinely have no idea.

Have seen this format before but only recently started doing this sort of thing, it appears to contain animation info too and a lot of submeshes split within the file. Stride should be 36 for vertex attributes for certain parts, for others it's different.
I'll post if I find out and figure out more.

The correct offset for the vertices is 0x21e64.
Faces are split for each mesh.
