Nostale zlib compression

It's just a settings file which stores text information, I think it's zlib compression, but I tried all the tools and nothing helped.Someone can tell an zlib unpacker who can do it?
I tried QuickBMS, Offzip none of this helped

I checked therefore manual viewtopic.php?t=23
One guy made me a dat file
I export all dmp and checks them all through hex editor and found nothing familiar

There is no compression adopted in that file.
The 32bit fields are all visible.
No idea about the content.
