The game is called Fancy World, according to official dev page. So it may be related to those two topics:

Actually you can simply dump most of useful dpk parts via offzip, but here is script, based on aluigi's Seek Fairy script, which should make a little more sense, because there are uncompressed files as well. Last encrypted file is most likely TOC.
