For Unigine the only tool available is uniginex:

It suppors both ar03 and ar04 archives but I didn't check your sample and it probably requires the encryption key of this specific game.

Has anyone tried converting a BIN from the blobs in the SQL cache file that saves during gameplay? (There's a separate blob for each LOD that loaded during gameplay.)
