Cars 2 - Steam PC - model format (.oct, .vbuf?)

I'm trying to figure out how to open the models from the Cars 2 game for the PC. So far I've been able to get the textures out using the TextureFinder 2.1 (https://modcars.fandom.com/wiki/Cars_2) and almost opened it with Disney Infinity Model Extractor (https://forum.xentax.com/viewtopic.php?t=11187) but unfortunately Blender wouldn't open the exported version, and upon double clicking it I was greeted with this thing that looked like a used tissue. If anybody can help me figure out how to proceed with this model conversion thing, I would be soooo grateful!
I can provide Google Drive links to both the original zip file from the game, and the folder containing all the stuff I've been messing with/my conversion attempts, and anything else if needed- just let me know what information would be helpful for me to provide. :D
