Port Royale 3 .Mesh and .Tex files

Hello, complete newbie to modding here. I may be wrong about what I am looking to do so I'll explain.
I'm trying to get access to the textures of the game to make a historical flags mod.
I got to modify some .dds files but these only represent a small portion of the game flags, my believe is that these textures I am looking for are hidden in flag.Mesh, .Tex or .ibuf and .vbuf files.

How could I get them?
Would be cool if I got the meshes as well as not all flags from back those days shared the same form factor, would like to see if I can change that somehow...
