Shadowrun 2007 Encrypted?

Wanted to revisit a classic and found Luigi's script to unpack the game files. https://aluigi.altervista.org/bms/shadowrun.bms
The extraction works on the data/toc files (extraction 86%, 89%). However I get all sorts of weird text when trying to open the new files.

Possibly encrypted? Wonder if someone is up to making these readable/editable.
