I think you want to get help, please upload as many samples as possible. A single sample cannot analyze the format. With more samples, the probability of getting help will be great.

The current sample is only DXT5 compressed. And it cannot analyze how the width and height are calculated. I guess this is the PS3 version?

This is a Noesis tex format importer exporter plugin.
Not tested in the game.
You can try.

Learned from Google about the texture format that belongs to the MT Framework engine. texType == 43 is the strange color format you said.
May be some special purpose maps, such as normal maps. Here are some links that might help you.
