Trying to open Operation Flashpoint Red River FSB files

I'm trying to open the speech_en.fsb files and for some reason it's encrypted and the standard Audio files (Which contain copyrighted music) are extractable no decryption needed. I'm at a loss and I don't know what to do to get these files out. I've tryed Xmash, fsb_mpeg012, guessfsb, and a few others but no luck.

Here's the file if anyone wants to take a crack at it.

Have you tried ToWav or VGMGUI?

I hadn't, and I downloaded them to test it but there was an error trying to extract that file when I used VGMGUI

I don't know what to do, I'm kinda lost. I'd really appreciate some help, and if somebody can help I'll buy you a beer or something, cheers mates

It doesn't seem to be any of the two FSB encryptions. Maybe something custom, just guessing.
