Blood of Steel [铁甲雄兵] .EVP File

Hi, so I tried Talisman Online script and some EVP Unpacker to extract this game evp files but so far with no luck...
So I'm post it here and see if anyone can help... It's a large file cuz FileCutter won't work (maybe cuz it's not a pak file?)

I'm sure to have already seen that evp file with the "evp" magic followed by the hash.
I guess it's probably encrypted, no other ideas.
