QuickBMS script for JumpStart Adventures 3rd Grade: Mystery Mountain .RSC files

I know the that a MultiEx script for this exists, but since I am unable to use it due to that stupid log-in, can there be a possible alternative to this by way of a QuickBMS script? I have a sample from the game in the attachment below.

quickbms is compatible with the multiex scripts.
Anyway the format is very simple and made a script from scratch:

I sure wish there was an app that could extract the image files from the actor (ATR) files and convert them into BMP files.
