almost
my dds converted to itp looks like this in the main menu, from scratch i have converted an itp to dds i edit it and convert it again... it looks like this
i understand the problem is how do i save the dds , i use paint.net i have a lot of different configurations (speed compresion in all says bc6h\bc7)

BC7 linear, DX11+ should work.

save file, the itp and dds created from exe (itp original-and overwritte them with file are in Ys VIII - Lacrimosa of DANA\visual\tips\en)

If it works the dds in the "texpack" folder, I'll see if adding more of them works fine.
I would be more concerned if you can open the font.itf , which is like the itp but a bit different..it is still a dds image and if I can get it to work with the folder it would be an achievement.

Well, all this technical stuff I have no idea how difficult it is. There are months and months of translation time left. So no problem
If you manage to do all that, you'll have an shrine.

Zero no Kiseki Kai seems to be able to support this format of ITP as well. The current tools would benefit it.
However the current tools uploaded seem to crash whenever I put in a BC7 Linear DX+11 .dds, so I can't test it properly.
Any progress on this?

i'm working with tokyo xanadu and its have itf font too

for itf font there is a aplication to use any font in ttf to convert to itf for falcom games . you can try if help.
