Drag and drop locres file to exe or use it in command line.
Unreal Engine is full open source. try writing your own tool.

Hi there, I used Bms to unpack Bloodstained to extract Chinese texts and optimize them, but the Localization folder only has "items" and it's obviously incomplete.
I also found these in the ini.text which means there's supposed to be more contents

@Bowi: False Positive. But if I'm not mistaken, source code of that tool was also published, so you can compile it by yourself.

Convert to what? You can use LibreOffice Calc or Microsoft Excel.
