No, it's Epic Games' property. Download it from Epic Games Launcher or build it from UE4 source code.

UnrealPak.exe is located at UE_4.22\Engine\Binaries\Win64\UnrealPak.exe

Hi, I'm trying to find the localization data in Man of Medan and it seems that texts are located in the .uexp format, It should be a .locres file, but all I found in locres format are engine data. Data were extracted by UnrealPak.

When it asks for a key, just copy paste the key posted a couple posts above, if you're unpacking Borderlands 3.
